For over three decades, Charlotte Rosen has been helping government contractors of all sizes and in many industries find business-oriented solutions to legal problems relating to their government contracts. She provides efficient service and quick turn-around advice on all kinds of day-to-day procurement issues; and, experienced representation in government audits, litigation, and investigations.
Charlotte’s work for clients spans the entire life-cycle of a government contract. She advises businesses regarding pre-solicitation notices, solicitation requirements, and how to best use pre-award processes such as Q&As, NAICS assignments and size recertifications.
Before contract award, she ensures that all facets of an impending deal, including teaming and joint venture relationships and workshare/workforce concerns, and protection of client data rights and software, best reflect the client’s interests. After award, she helps clients with compliance and reporting questions; creative solutions to subcontract enforcement and disputes; and the evaluation, preparation, and settlement or litigation of REAs, disputes and claims before the Boards of Contract Appeals and the U.S. Court of Federal Claims.
She has litigated numerous defensive and offensive bid protests at the agency level and before the Government Accountability Office and the Court of Federal Claims, as well as size protests to Contracting Officers and the SBA. Prior to practicing law with major DC area law firms, Charlotte served as an Assistant General Counsel with the Navy Office of the General Counsel. Her clients included Navy contracting officers and the commanding officer of the contracting activity.
2. Jim Miller, Esq. * Odin, Feldman and Pittleman, P.C
Jim is a litigation and government contracts attorney who pursues favorable client outcomes through effective advocacy, practical legal advice, and an understanding of his clients’ broader strategic goals.
A focal point of Jim’s government contracts practice is helping companies navigate the unique issues that arise when doing business with the federal government and commercial teaming partners. Jim has successfully protested and defended the award of federal contracts at the U.S. Government Accountability Office, the U.S. Court of Federal Claims, and the agency level. Jim also advocates for clients before the Armed Services and Civilian Boards of Contract Appeals, where he brings value by applying commercial litigation skills while protecting his clients’ working relationships with government customers.
Jim’s litigation background adds perspective when he counsels government contractors on teaming agreements and subcontracts. He similarly advises small and emerging businesses about Small Business Administration program eligibility and certification.
Jim actively represents clients in state and federal courts to resolve issues that affect businesses and employers across industries, including breach of contract, trade secrets, and intellectual property controversies, as well as unfair competition arising out of employee mobility and interference with commercial opportunities.
3. Virginia Foley, SBO, Small Business Liaison Officer * General Dynamics IT:
Virginia is a Senior Small Business Advocate within General Dynamics Information Technology Office.
She is responsible for outreach and education of Small Businesses seeking to work with GDIT and the federal government.
As a member of GDIT’s SBO, she understands that every powerful partnership starts with an introduction. From system services to IT, she is committed to building new and beneficial relationships with a host of small and diverse businesses who share GDIT’s commitment to delivering quality services and support.
